The UNIEC, through its organization project, states the following:
The Organizational Internal Framework for the UNIEC


The UNIEC is an aggregate seeking to unify the national Iraqi personnel and forces and organizations within a frontal framework capable to lead the national struggle for the restoration of Iraq's independence, at the same time to enhance its national unity and keeping it away from any catastrophic situations in order to proceed with the developing and stable route.
1. The UNIEC believes that national efforts must be directed towards the preservation of Iraq's Arab identity - Islamic and end the occupation and nation-building to serve the Iraqi. Reflects their interests, regardless of their ethnic, religious, sectarian and political orientation

2. The path to achieve the central goal mentioned in the article above needs to be agreed upon in order to define the urgent national struggle priorities. Amongst them are the following:


a) The agreement on a national political salvation process to be new and serious through a transitional stage agreed upon its duration and mechanism.
b) Terminate the ethnic sectarian segregation within the institutions of the government and replace that with the dependency on the decency, skills, experiences, and criteria in choosing and selecting the leading teams.
c) Formation of a national government, blessed of the forces and national personnel away from the sectarian and ethnic quotas.
d) Founding Iraqi National Council reflects the structure of the active forces which is supposed to be independent from racism and ethnicities by supervision from the United Nations.
e) Founding council representing of the Islamic and National figures and political forces where it will have a consulting assignment to help the government, and submit advices and guidance until the next election.
f) Terminate all the laws and procedures that have been announced by the occupier and the government worked under their supervision, which oppose with the national interest and at the same time the termination of the legal traces based on these actions and efforts.
g) Release all the political prisoners immediately.
h) Terminate all the temporary special courts and stop their ruling.

3. The UNIEC believes according to the salvation and reconstruction of the Iraqi state and its society in the following principles:

a) Achieving independent national, social, and economic development directed towards fulfilling the current and future basic needs of Iraqis, with the focus on infrastructure holding the economy and the general life sectors.
b) The belief that Iraqi people are the power resource and accordingly the intention to construct the country of law, which governs all the Iraqis and based on the separation between the 3 main powers (Legalization, Execution, and Justice), avoiding all kinds of dictatorship and monopoly.
c) Encouraging the freedom of thinking and speech and the religious beliefs in order to build an Iraqi civil and democratic society depending on the nationalization principles, which does not differentiate between the duty and rights of the Iraqis and rejects all kinds of ethnicity and racism.
d) Establishing a democratic multiple political system governed by a permanent constitution which secures the Iraqi rights and dignity. e) Forming a concept and mechanism to achieve the national Iraqi security based on its high national interest considering that Iraq is part of the Arabic nation and fully involved in its vital affairs, and Link its security to the Arab national security.
f) Believing in the tolerance culture and accepting the others and avoiding the revenge politics and violence, and widely spreading the national reconciliation process and folding the previous history.
g) Treating the Kurdish case based on developing and activating the autonomy of Kurdistan, which guarantees for the Kurds to experience their rights in full and keep them feeling that they are part of a united Iraq, according to what will be agreed upon with the Kurdish forces.
First: The council works mainly to achieve a broader mobilization of the people which represents the majority of forces, bodies, personalities, principles, and national constants, in order to assume the responsibilities and national actions which embody the principles and values of our people and their aspirations and the plans of the homeland through salvation.

Second: Keen on the exercise of the various means of political action and the mobilization and struggle on the path of achieving its objectives, in particular:

1. The establishment of national and social events
2. Conducting conferences
3. Presenting support and aid for Iraqi people and for the political prisoners
4. Working by all means to improve the nation’s unity and facing the sectarian ethnic and racist streams and ideologies

1. The basic founding committee is the main institutional body that responsible for all the UNIEC activities for planning and execution purposes.
2. The UNIEC includes the main founding figures in addition to the representative of the political groups and forces which contributed in forming the UNIEC and showed its readiness to work and cooperate with it.
3. Number of members of this committee (40-50) can be increased according to the decision of the founding committee.
4. The committee will have one meeting every month, and it has the right to conduct more meetings if there is a need for it.
5. The meeting will be considered legal if the majority attends it.
6. Decision of this committee will be announced by the majority of the attendees, and in case of the equality then the voice of the committee chairman will be for the favor of the decision.

1. The General Assembly will take on the following assignments:

   a) Executing the founding committee decisions and supervising the working committees and its efforts
   b) Representing UNIEC, portraying its stands, and experiencing the authorization of the founding committee between every two meetings
    c) Dealing with any political developments and taking the right stand accordingly
    d) Developing UNIEC relations with the national figures and political forces as well as the regional and international organizations
   e) Preparing planning projects and exposing it to the founding committee
    f) Selecting leaders of the working committees

2. General Assembly members are 11 and can be increased by the founding committee decision, and among the members the following will be elected:

a) Chairman of UNIEC
b) General Secretary
c) UNIEC Chairman two deputies
d) Secret keeper
e) Speaker
f) UNIEC Writer/Decisions
The leaders of the committees will be among the members of the general assembly and it will have the rights to select members from the founding committee or outside, to be in the membership and the leadership for these committees.
1. Youth committee will take on the following assignments:

   a) Forming working groups within the areas where the youth are crowded in
    b) Working on encouraging the youth within the national efforts
    c) Achieving social and national activities suitable to guide the youth
    d) Securing the contribution of the outstanding young people within the framework of the UNIEC and its activities
    e) Following up the major problems facing the young people, studying it, and presenting suggestions for its solutions

2. Women Committee will take on the following assignments:
   a) Achieving an active contribution for the Iraqi women within the national efforts and support their role in an equal way with men
    b) Forming female groups in the crowded area of Iraqis and the governorates
    c) Dealing with the problems causing the suffering of the Iraqi women especially because of the occupation, migration, exile, and contributing in finding solutions for it .
    d) Activities , cultural and social events for women.

3. intellectuals and the military committee will take on the following assignments:
    a) Focusing on attracting the elite to work on the UNIEC program and its goals especially (literates, media personnel, artists, physicians, lawyers, businessmen, professors, military personnel, economists, etc.)
    b) Planning to execute different cultural activities (literature, conference, exhibitions, parties) to accomplish the scholars’ unity and their society
    c) Execute projects and joint activities in a way that secures a wide contribution of the scholars in the national efforts

4. Social and tribal committee will take on the following assignments:
    a) Accomplish the UNIEC relation with the national figures and social organizations
    b) Conducting strong bones with the tribal sheikhs within the governorates and outside the country, aiming to keep them as active tools within the national trends
    c) Forming committees and contributing in the associative institutions in order to motivate their figures and activate their roles

5. Media committee will take on the following assignments:
    a) Organizing media plans and its execution in order to explain the goals and the objectives of the UNIEC through the Iraqi Arabic International media
     b) Running and managing the website of the UNIEC through the internet
     c) Supervising the media tools of the UNIEC

6. Religious figures committee will take on the following assignments:
    a) Improve and enhance the relation of the UNIEC with the religious figures
    b) Congregate the religious figures around the patriotic national project away from the ethnic streams which works against the nation’s unity
   c) Contribution in the councils, organizations, and aggregations in a way not to contradict the UNIEC goals

7. Foreign affairs committee will coordinate with the functions of those parts, regional and international organizations to clarify the UNIEC Program, and to win their and support for the Iraqi national project service.

8. Migration committee will take on the following assignments:
    a) Exploring and finding the means which will solve the migrants’ problems
    b) Improving and enhancing the relationship of the UNIEC with the Iraqi organizations and associations dealing with the migrants’ affairs
    c) Approaching the different governments and the international organizations, and share with them the plans to solve the problems of the Iraqi migrants and ease their sufferings

9. Financial committee:
Organizing the financial affairs of the UNIEC and collecting the resources and its expenditure according to the general assembly guidance and decisions.

10. Legal committee. This Committee has the responsibility to conduct the necessary studies and analysis on all legal aspects relating to the draft and the creation of the Commission proposals for amending the laws, regulations, and the paragraphs of the Constitution

1. Members of each committee is 4-11
2. Each committee will nominate a secretary to hold and follow up the MOM (Minutes of Meeting)
3. The committee meetings are periodical, 2 times per month
4. The committee member can contribute in more than one committee
The UNIEC Membership
1. The UNIEC accepts in its membership the national figures and the cultural, social, and political forces representatives on a condition that these figures must believe in the principles of the UNIEC listed in its organizational framework and basic announcement

2. The political organizations have the right to contribute within the founding committee and the leading levels of the UNIEC, according to what the general assembly decides
The founding committee confirms the organizational framework of the UNIEC and has the right to amend it whenever it is needed
The financial resources of the UNIEC originating from the following:

1. The membership fees and their donations
2. The non-conditional donations and financial support submitted to the UNIEC
The two-thirds majority of the founding committee members can dissolve and freeze the UNIEC activities.
